Ballot Amendments
Amendment 1
Would remove the right to bail for specific criminal offenses
A "yes" vote supports amending the Tennessee constitution to remove the right to bail in cases with strong evidence of guilt where the defendant is charged with:
acts of terrorism;
second-degree murder;
aggravated rape of a child;
grave torture; or
any other offense for which a convicted individual could not be released prior to the expiration of at least 85% of their sentence.
A "no" vote opposes amending the constitution to remove the right to bail for specified offenses.
Amendment 2
Would prohibit the legislature from enacting state property taxes
A "yes" vote supports amending the Tennessee constitution to prohibit the legislature from enacting state property taxes.
A "no" vote opposes amending the Tennessee constitution to prohibit the legislature from enacting state property taxes.
Amendment 3
Would amend the list of crime victims' rights in the constitution
A "yes" vote supports expanding the list of crime victims’ rights in the Tennessee constitution, including the right:
to be present at all criminal proceedings;
to be heard in any proceeding involving release, plea, sentencing, disposition, and parole;
to be free from harassment, intimidation, and abuse during criminal proceedings;
to reasonable notice of all public criminal proceedings.*
